Non-ASCII characters can be used in the URL, but they have to be encoded (RFC3986). URL encoding is widely used (e.g. Wikipedia http://ja.wikipedia.org/wiki/Wikipedia:連絡先).
This plugin encodes NON-ASCII characters in the slugs of your pretty permalinks. So your slugs may look like "fußball-in-nürnberg" or "連絡先".

Hi there, i can’t get it to work.
I ul it to the wp-contents/plugins/ folder and it did appear in my wordpress control panel which i then proceeded to activate.
I then tried naming one of the posts to one with Chinese characters and it gives me a Error 400 page instead.
I have posted on the wordpress forums too.
